Biotech Consortium India Limited (BCIL) is a public limited company, promoted by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India and set up by All India Financial Institutions including IDBI, ICICI, IFCI, UTI and IFCI Venture Capital Funds Limited.
BCIL was incorporated under the Companies Act 1956(Now Company Act, 2013) in 1990 with government in advisory role, development banks as major funding agency.
It is a nodal agency for providing business support services to facilitate accelerated commercialization of biotech products and processes.
The company was inaugurated in 1990 by the then Prime Minister of India, Hon’ble Shri Chandra Shekhar, in presence of the Finance Minister, Shri. Yashwant Sinha and Dr. Manju Sharma, Secretary, Department of Biotechnology.

BCIL was invited to conduct a sensitization session for faculty members, researchers, and students on “Essentials of IP Management & Technology Licensing”” during the workshop “Intellectual Property and Technology Transfer: From Lab to Market” organized by Swami Rama Himalayan University in collaboration with Uttarakhand State Council for Science and Technology (UCOST) on 7th July 2026. Dr. Simanti Pal, Sr. Technology & Innovation Manager, BCIL, delivered a presentation detailing different aspects of relevant IP protection and subsequent technology licensing.
Dr. Purnima Sharma, MD, BCIL was invited for a Roundtable Discussion on “Positioning Gujarat as Bioeconomy Hub” organized as part of the Vibrant Gujarat Regional Conference-Central Gujarat 2026 on 29th June 2026. She emphasised that building a thriving bioeconomy extends beyond R&D, requiring timely IP management and efficient technology transfer for bridging the gap between scientific excellence and commercialization. The event was graced by Shri Arjunbhai Modhwadia, Minister of Science and Technology, Government of Gujarat, Smt. P.
Recently Dr. Purnima Sharma, MD, BCIL was invited to conduct a sensitization session for faculty on “Essentials of IP Management & Technology Licensing” at BRIC, NBRC. The session featured an overview of key aspects of IP management in relevant fields, critical aspects of technology transfer, various licensing modes, supported by real world case studies. The presentation was concluded by an interactive session with students, researchers and faculty.
